Committee? What Committee?

The Townhomes at Marbella on Cypress uses a committee system to work more efficiently while keeping the membership engaged in the community business. Committee activities are governed by the Board of Directors and our bylaws. The board will establish committees as needed, and a director generally serves as the chairperson. The committee chair and its members are appointed by the Board President typically to a 1-year term beginning in January of each year.


Two types of committees are utilized to conduct association business. The first is a standing committee, which is a permanent fixture in the committee structure. Currently, our association has four standing committees as follows:

  • Architectural Review Committee (ARC) - Reviews all requests to alter the internal structure or the exterior of any unit to ensure it meets community guidelines. The ARC is the only committee that does not have a director serving on it. This is because the committee operates independently and must remain objective. The Board of Directors serves as the appellate body regarding decisions made by the ARC. The committee does not create policies regarding architectural and design standards as that remains a function of the board. The chairperson is Alex Guilday.

  • Budget Committee - While this is a standing committee, it only meets during the budget season as the board prepares the next fiscal year's budget. The committee works at the discretion of the Board Treasurer in reviewing line items and crafting a draft budget. The chairperson is Wesley Kirk.

  • Finance Committee - Maintains accountability over the association's finances. The committee meets at the discretion of the Board Treasurer to review check registers and monthly financial audit reports prepared by the association's accountant. The chairperson is Wesley Kirk.

  • Event Planning Committee - Tasked with planning and organizing community events. Whether that's holiday parties or sporting tournaments, this committee is what helps keep our community active. The chairperson is vacant.

The second type we use is an Ad Hoc committee, which serves a specific purpose. Once completed, the committee is permanently dissolved. We currently have one ad hoc committee:

  • Turnover Study Committee - Works in conjunction with the property manager and the engineering firm to identify community defects left by the developer. The chairperson is Wesley Kirk.
